We don't have this here in Australia, but I've heard that in America some cell phone providers actually charge you for when you RECEIVE a call, not just send it. Is this true? And if so, why does this happen?

I've looked all over but found minimal on this. I would just like a list of carriers (cell phone providers, companies) that allow their users to send email via sms or text messaging.
ALSO: If you can send emails from a certain provider, what is the format? Is the number simply replaced by an email?

I am looking for a good and cheap plan. Preferably something with free nights and weekends, and if there's a text plan cool, if not, I can live without texting.
Also, where do I go to sign up for a plan? I'm kind of new to the cell phone business since this is going to be my first plan by myself and not sharing one with anyone else.

I want to know if there is a way to get proof that someone has been tracked via gps on a business cell phone plan by looking at the bills, or if there is some other way to find this out.
Is there a way to track someone that I can get proof of that does not necessarily show up on my Sprint cell phone bill?
I believe that business plans have had this in place for some time to track employees.
